A new federal report gives Indiana low marks when it comes to preschool, but one analyst says the report doesn‘t tell the entire story. This report calls out Indiana for offering no publically funded pre-school, but the US Department of Education got it's data, before the state put in a pilot program. However, Ashlyn Nelson with the IU School of Public and Environment Affairs say that doesn't mean every other child that age missed out on preschool, and that they could be getting high quality instructional experiences in other places. Since the numbers used in the federal report were compiled, Indiana started a pilot pre-K program in five counties.
