A cell phone video shows a tense scene just after a fight between an Elkhart police officer and a 21-year-old man on the evening of July 3rd. A video shot by a bystander on West Garfield Avenue shows Elkhart police arresting Reese Tommy Haithcox and heated exchanges between officers and the crowd that gathered. The video shows Haithcox, pinned to the ground by several officers, while being handcuffed, after investigators say he punched an officer the face at least 15 times, tried to grab his firearm, then tried to run as he was tackled by the two officers.
Residents say the incident has caused increased tension between them and the police department.
