The proposed smoking ban that would have extinguished smoking in South Bend bars and private clubs has gone down in flames. Council members voted against the measure, in a 5-4 vote against it. Bar owners are happy with the vote. The group “Smoke Free St. Joe County” says they will continue to educate the public, the council and try again.
