Elkhart’s Police Chief is in the middle of a 30-day suspension

Elkhart’s Police Chief Ed Windbigler is two weeks into a 30-day suspension, according to officials with the department, and the mayor’s office.

Mayor Neese said Windbigler had been disciplined at a town hall meeting on November 14th, but did not elaborate at the time. It turns out Windbigler was suspended without pay that day for 30 days.

This is in relation to the controversial video that has surfaced of Elkhart officers beating a suspect in custody. The Indiana State Police declined to launch an investigation after the video was released.

Neese has said that he has full confidence in Windbigler, but added he’s “disappointed in a lot of people,” including himself, about the incident.

On Tuesday, Elkhart’s Board of Public Safety voted to place the two officers in question, Cory Newland and Joshua Titus, on paid leave.
