Don't expect any punishment by the South Bend City Council aimed at embattled Common Councilman Henry Davis Jr. Council President Oliver Davis says the courts have already punished Davis Jr following his guilty plea to reckless driving. Since that charge was not a felony, so he will not be removed from office by his fellow council members. Davis Jr. is expected to return to the council at their next meeting on September 22nd.
