Trustees of the Indiana Criminal Justice Institute have decided to stick by a plan that withholds $1.2 million in domestic violence prevention funds until agencies submit spending plans. The money would be distributed as soon as it receives those plans. But activists on the issue say they've already submitted detailed budgets to the institute. The trustees meeting capped a week of public fighting between the two sides over funding. Dozens of advocates are complaining of funding woes as request for help jumped following the domestic violence scandal surrounding the NFL.
