A Leesburg man has been charged in a deadly crash in a construction zone in Illinois. Records show that since 1991, Espinal-Quiroz has also been cited for driving with a a license in his possession, disregarding a traffic control device, driving without a valid license for the type of vehicle he was operating and six other commercial vehicle violations. WMAQ-TV in Chicago reports four people were killed and at least four others were injred when 51 year-old Fransisco Quiroz entered the work zone on I-55 in Elwood. Police say traffic had stalled and Quiroz, who was driving a semi, rear-ended a vehicle in front of him at a high rate of speed, causing a chain-reaction crash involving 3 other vehciles and another tractor trailer. Among the charges Quiroz faces, is failing to reduce his speed and falsifying his log book. He's being held on $1 million dollars bond.
