The Warsaw Redevelopment Commission met virtually Monday, but due to technical issues the meeting was not broadcast on the city’s website for the public.
Due to the COVID-19 pandemic, the public also can’t attend city meetings in person at City Hall. As an attempt to broadcast the meeting was made, and it is during the governor’s statewide emergency order, and the technical issue was beyond the city’s control, the Indiana public access counselor has previously said actions taken during such a meeting were OK.
After the meeting, City Planner Jeremy Skinner provided information on what the board approved during its last meeting of 2020.
Two change orders for the Buffalo Street Plaza project were approved. One was for $850 with Selge Construction Co. for adding on a pressure tank to the well for the fountain. The $3,800 change order was for adding an electrical conduit for future sculpture lighting.
Members of the Redevelopment Commission asked about the plaza project. Skinner informed them that the plaza project construction completion date was extended to May 14 due to a materials shortage nationwide for a number of lumber products used in the project.
A resolution expanding the Central TIF District also was approved. The intent of the expansion is to create an Economic Development Area so if the Warsaw Common Council chooses, it can expanded the riverfront district so HopLore can apply to the state for a liquor license. Skinner told the Redevelopment Commission about the expansion at its Nov. 9 meeting.
In other business, the Redevelopment Commission:
• Approved December received claims, including $59,743.75 from Regions Bank for the Warsaw Commons bonds; $140,830, and $56,200, and $30,612.50, and $82,000 and $180,500 for various bond payments from Huntington Bank; $3,200 from Baker Tilly for professional services; $346.68 for professional services from Wessler Engineering; $1,526.33 for legal services from Barnes & Thornburg LLP; and $3,096.36 for Buffalo Street Plaza reconstruction work from Oct. 1-31 from American Structurepoint.
On the bond payments, Skinner said the bonds come due at the beginning of the year before the Redevelopment Commission will have its next meeting.
• Reviewed the 2021 meeting schedule. The Redevelopment Commission will be at 4 p.m. on the first Monday of every month except in July and September due to holidays. Those meetings will be July 6 and Sept. 7.
