Warsaw BOW Takes PD Vehicle Bids Under Advisement

The Warsaw Board of Public Works and Safety opened bids for three Crown Victoria Ford Interceptor SUVs as requested by the police department on Friday.

The bids were opened with the Kerlin Motors quote being the lowest at $33,570.72 each, or $100,712.16 for all three. Rice Ford’s quote was $34,034.32 each, or $102,096.96 for all three.

After reviewing the bids, Police Chief Scott Whitaker said while the Kerlin bid was cheaper, they may not have the utility vehicles. Whitaker said Rice Ford has two Interceptors but might not be able to get a third.

The board took the bids under advisement and asked city engineer James Emans and Whitaker to find out if the vehicles can be delivered in a timely fashion or if bids for another model should be sought.

Warsaw-Wayne Fire Territory Fire Chief Mike Wilson presented an updated five-year capital asset plan that builds upon the plan begun in 2016, which was approved by the Fire Territory board Tuesday.

The new plans call for the formation of an additional station at the airport, hiring more firefighters, upgrading equipment and vehicles with costs associated for these items, for the board’s review.

The board also approved the continued relationship with Baker Tilly by the territory  for financial advice, accounting services and annual budget analysis.

The Board of Works approved a contract with Fire Backflow Inspection for fire suppression systems inspection. Costs escalate 23%, starting at $265 in 2021, $325 in 2022 and $340 in 2023, which was questioned by Mayor Joe Thallemer, who said he’d like a more detailed contract, especially one with cost escalation language included.

The Board of Works also approved:

• A road closure request by One Warsaw’s Travis McConnell for a Celebrating Us event Sept. 18 from 2:30 to 10 p.m. on Center Street between Buffalo and Lake Streets.

• Pay application No. 4 for right-of-way services as requested by the Troyer Group for $7,682.50 for the Lincoln Neighborhood sidewalk project; and pay application No. 24 for preliminary engineering services by Troyer Group for $2,680 for the project.

• An encroachment agreement between the city and homeowners Kristen Taylor and Jose Garcia, 321 W. Main St., allowing for a fence to encroach in a right-of-way.

• An encroachment agreement with PVA Unlimited, owner of Lot 167 in the Mount Memorial Addition to Winona Park, allowing for driveway improvements.

• An outdoor seating area in front of 110 Craft Meatery at 110 N. Buffalo St.

• A Stop Arm Violation Enforcement grant for $20,000 to pay police officer overtime costs. The city’s portion will be approximately $3,700, with the remaining funds distributed throughout the county.

• WPD Capt. Joel Beam’s request to apply for a $150,000 State Homeland Security Program grant to purchase 45 800Mhz Viking VM5000 series mobile radios at a cost of $2,233.18 each.

• Pay application No. 102 from Kokosing Industrial for $1,022,429 for work at the wastewater treatment plant.

• Purchase of camera truck software for $49,850 from ITpipes for the wastewater utility. The system will be used for pipe location.

• Pay applications No. 100  and No. 101 from Wessler Engineering for $45,367 and $9,984 for construction services at the wastewater treatment plant.

• Hiring the following individuals: Mason Metzinger and Paige Wood as patrol officers for $2,040.60 each biweekly; Justin Lewis as a patrol officer for $2,060.60 biweekly; Kelsey Bonewits as police records clerk for $17 per hour; Brett Willaman as assistant city planner intern for $15 per hour; Sara Linton, maintenance tech at the wastewater plant for $15 per hour; Whitney Shilling, administrative assistant for $17.50 per hour; Daman Hill, street department equipment operator, for $20.75 per hour; Eric Hoffhein, street department equipment operator, for $19.71 per hour; Thomas Rozelle, maintenance supervisor at the WWTP for $25.48 per hour; Jason Nichols maintenance tech at the WWTP for $23.17 per hour; cemetery groundskeepers Scott Silveus for $15 per hour and Michael Howard for $18 per hour; Isaiah Owens, park laborer for $15 per hour; Kaleb Harter, parks recreational leader for $15 per hour; and several lifeguards: Denneli Presteguin as head lifeguard for $15.50 per hour; and Callie Holland, Jacob Monesmith, Isabella Umanzor, Olivia Miller, Melaina Fugate, Raygan Wright, Marie House, Jacob Shaffer, Jaxon Hastings, Ava Robinson, Camryn Neiswonger, Tiphanie Hodge and Stone Shipley for $14 to $14.50 per hour.

• A special claim of $60,029.32 for a hanger door at the airport.
