A Warsaw man was arrested Friday on two counts of child molesting, a level 4 felony. Jeffery J. Oswalt, 35, of 3190 Old Colony Road, Warsaw, was arrested at 10:45 p.m. Friday and booked into the Kosciusko County Jail on a $15,250 bond.
According to a probable cause affidavit from the Kosciusko County Prosecutor’s Office, on May 6, 2015, an Indiana State Police officer met with a Child Protective Services caseworker regarding a minor child alleging she had been molested. The minor had disclosed to a school resource officer that she had been molested by Oswalt when she was a child.
On May 21, 2015, a Child and Family Advocacy forensic interviewer met with the minor who said she was grabbed on the thigh in weight class at school and it made her uncomfortable. She told the interviewer she panicked and started crying because it brought back memories of being molested for several years.
The victim told the interviewer she was living with Oswalt when the molesting began and it was always the same way. He would have her lay down and close her eyes, put his hand over her mouth, take off her underwear and rub his private parts on hers. She said no penetration was ever involved.
The minor told the interviewer she had told an adult female living with them about the molestation. Officers spoke with the female who advised she had lived with Oswalt and the minor in Fort Wayne. The adult woman had been arrested for conversion in July 2003, and during that time the minor was left home alone with Oswalt.
