The wife of former Warsaw Public Works Superintendent Lacy Francis has been arrested on charges of money laundering in connection with an investigation into a scheme to over bill the city about $260,000 for contractor work. 56 year old Mildred L. Francis of 1305 Country Club Drive in Warsaw was arrested Tuesday and charged with money laundering. Her bond was set at $5,000. Warsaw Police Department Lt. Kip Shuter confirmed this morning that her arrest is part of the ongoing investigation conducted by the Warsaw Police Deptartment and the Indiana State Police. He said she was charged with multiple counts of money laundering, a Class D felony. The Times Union tells us that Shuter could not comment on the extent of her knowledge or involvement in the overbilling that caused her husband to be charged. Police allege that ProForm Pipe Lining Co. had been intentionally over billing the City of Warsaw for several years, with 11 billing discrepancies amounting to more than $260,000. The claims for each project were approved and submitted to the Warsaw clerk-treasurer's office for payment by Lacy Francis. Lacy was arrested March 25 and charged with multiple counts including corrupt business influence, a Class C felony; aiding, inducing or causing theft, a Class C felony; and Class D felony official misconduct. Also arrested were two senior employees of Proform Pipe Lining.
